1. Acceptance of These Terms

These Terms and Conditions govern access to and use of Pagawa, including the website, mobile-friendly web app, and any related tools operated under the pagawa.com.ph domain.

By creating an account or otherwise using Pagawa, you agree to be bound by these Terms. If you are using Pagawa on behalf of a business, you confirm you have the authority to accept these Terms on that business’s behalf.

2. What Pagawa Is

Pagawa is an online marketplace that connects Requesters, who need a job or service done, with Experts, who offer the skills to do it.

There are two ways to arrange work on Pagawa: a Requester can post a Task describing what they need and review Offers submitted by Experts, or a Requester can book directly from a Service listing an Expert has already published at a fixed price.

Pagawa is not a party to the work arranged between a Requester and an Expert. Pagawa provides the platform, payment handling, and dispute support described in these Terms, but the underlying service is delivered by the Expert.

3. Accounts and Eligibility

  • You must be at least 18 years old and legally able to enter into binding agreements under Philippine law to register an account.
  • You must be a natural person to register an account. If you are using Pagawa on behalf of a business, you must clearly identify that business in your profile.
  • You are responsible for the accuracy of the information on your account and for keeping your login credentials confidential.
  • Accounts are personal to the registered user and may not be shared, transferred, or sold.
  • Pagawa may ask for additional information to verify your identity, especially before approving an Expert account or releasing a payout.

4. Posting Tasks and Booking Services

A Requester may post a Task describing the work, budget, and location, and may edit or withdraw that Task at any point before accepting an Offer.

Once a Requester accepts an Offer, or completes checkout on a Service listing, an order is created and the agreed amount is charged and held by Pagawa’s payment processor until the order is completed, cancelled, or resolved through the dispute process described in Section 9.

Requesters are responsible for giving Experts the information they reasonably need to carry out the work, and for reviewing an Expert’s listing, offer, and any verification badges before booking.

5. Publishing Services and Making Offers

An Expert may submit an Offer on a posted Task, or publish a Service listing that Requesters can book directly. An Offer may be withdrawn at any time before it is accepted.

Experts are responsible for holding any licenses, registrations, and skills needed to lawfully provide the services they list, and for complying with applicable Philippine tax and consumer protection obligations.

Experts are expected to carry out accepted work personally and to the standard described in their listing or offer, unless the Requester has clearly agreed otherwise.

6. Fees

Pagawa charges a platform fee to Requesters and a separate service fee to Experts for the use of the marketplace. Current fee rates are shown during checkout before an order is confirmed and may be updated from time to time.

Posting a Task or publishing a Service listing is free. Fees apply only once a booking is made.

Published fees are inclusive of applicable VAT unless stated otherwise.

7. Payment Handling

Payments on Pagawa are processed through one or more licensed third-party payment providers. Pagawa does not store full card, e-wallet, or bank account credentials on its own systems.

When a Requester pays for an order, the amount is held by the payment provider on Pagawa’s platform account until the order is completed or otherwise resolved under these Terms.

If Pagawa changes its payment provider, or if a provider’s own terms apply to a particular transaction, you may be asked to accept updated payment terms before continuing to use the affected payment method.

8. Completing, Cancelling, and Refunding Orders

Once an Expert has started work, they can mark the order as done. The Requester then reviews the work and confirms completion, which releases the held payment to the Expert, minus the applicable Expert service fee.

If a Requester does not believe the work was completed as agreed, they can raise a dispute instead of confirming completion, as described in Section 9.

An order may be cancelled before it is completed by agreement between the Requester and the Expert, or by Pagawa where these Terms or applicable law allow it. When an order is cancelled, the amount held for that order is refunded, and any fee treatment specific to the cancellation will be shown in the cancellation confirmation.

Refunds are returned to the original payment method where possible. Pagawa may take a reasonable amount of time to process a refund once a cancellation or dispute outcome is confirmed.

9. Disputes

If a Requester or an Expert disagrees about whether an order was completed properly, either party can open a dispute on that order instead of, or after, confirming completion.

Once a dispute is open, the amount held for that order stays with Pagawa’s payment provider while the dispute is reviewed. Both parties can submit evidence, such as messages, photos, or descriptions of the work.

Pagawa will review the evidence submitted and decide, at its reasonable discretion, whether to release the held payment to the Expert, refund it to the Requester, or split it between the two based on what the evidence supports.

Users are encouraged to try to resolve disagreements directly first. Nothing in this section stops either party from pursuing other legal remedies available to them.

10. Verification, Badges, and Safety

Pagawa may offer identity and background checks for Experts, including checks based on documents such as an NBI clearance, and may display a badge on an Expert’s profile where a check has been completed.

A verification badge reflects the outcome of a check at a point in time. It is not a guarantee of an Expert’s conduct after the badge is issued, and Pagawa may revoke a badge if the underlying information is found to be inaccurate or if an Expert breaches these Terms.

Experts are responsible for the accuracy of any document or information submitted for verification.

11. Acceptable Use

  • Provide accurate information on your profile, listings, tasks, and offers.
  • Use Pagawa only for lawful purposes, and do not post content that is fraudulent, defamatory, harassing, or otherwise unlawful.
  • Keep bookings and payments on the Pagawa platform. Experts must not ask a Requester to pay outside the platform to avoid fees, except for a documented reimbursement both parties have agreed to.
  • Do not attempt to interfere with the platform’s normal operation, including by introducing malicious code or attempting to bypass its security controls.
  • Avoid sharing personal contact details such as full home address, phone number, or email in publicly visible task or listing content before a booking is confirmed.
  • Pagawa may remove content, suspend an account, or cancel a pending order where it reasonably believes this section has been breached.

12. Content You Submit

You keep ownership of the text, photos, and other content you upload to Pagawa, such as listing descriptions, profile photos, and reviews.

By submitting content to Pagawa, you give Pagawa a non-exclusive, royalty-free license to display, reproduce, and distribute that content on the platform for the purpose of operating and promoting the marketplace.

You are responsible for making sure you have the rights to any content you submit, and for its accuracy.

13. Suspension and Termination

You may close your Pagawa account at any time. Pagawa may suspend or terminate an account where it reasonably believes these Terms have been breached, or where required by law.

Closing or terminating an account does not cancel an order that is already in progress; that order continues to be governed by these Terms until it is completed, cancelled, or resolved through the dispute process.

Provisions of these Terms that are intended to apply after an account is closed, such as fee obligations already incurred and dispute outcomes, continue to apply.

14. Disclaimers and Limitation of Liability

Pagawa provides the marketplace platform on an as-available, as-is basis and does not guarantee that a Task will receive offers, that a Service listing will be booked, or that any user will perform as described.

Beyond the checks described in Section 10, Pagawa does not independently verify the accuracy of information users provide about themselves, and does not guarantee the identity, qualifications, or suitability of any Requester or Expert. Users are responsible for exercising their own judgment when deciding whether to work with another user.

Using Pagawa does not create an employment, agency, or partnership relationship between Pagawa and any user, or between a Requester and an Expert. Pagawa is not a party to the services agreed between a Requester and an Expert, and is not liable for how those services are performed.

To the extent permitted by Philippine law, Pagawa’s liability for any claim arising from an order is limited to the amount actually paid for that order, except where the law does not allow such a limit.

15. Changes to These Terms

Pagawa may update these Terms from time to time to reflect changes to the platform, applicable law, or how the marketplace operates.

Where a change materially affects your rights or obligations, Pagawa will provide notice through the platform before the change takes effect. Continuing to use Pagawa after a change takes effect means you accept the updated Terms.

16. Governing Law and General Terms

  • These Terms are governed by the laws of the Republic of the Philippines.
  • If any part of these Terms is found unenforceable, the remaining parts continue to apply.
  • These Terms, together with any policies referenced in them, form the entire agreement between you and Pagawa on the matters they cover.

What’s the difference between a Requester and an Expert?

A Requester is looking to get a job done, either by posting a Task and reviewing offers or by booking an Expert’s Service listing directly. An Expert is a service provider who offers their skills on Pagawa, either by submitting offers on posted Tasks or by publishing their own Service listings.

What’s the difference between a Task and a Service listing?

A Task is a job a Requester posts with their own details, budget, and timing, which Experts can then send offers on. A Service listing is a fixed offering an Expert has already published, such as a set price for a specific job, that a Requester can book directly without waiting for offers.

How do I post a Task as a Requester?

Use the Post a Task flow to describe the job, set a budget, and add your location and preferred timing. Experts can then send you offers to review.

How do I publish a Service as an Expert?

Once your Expert account is approved, use your dashboard to publish a Service listing for the work you offer, including pricing, photos, and a description.

Does it cost anything to post a Task or publish a Service?

No. Posting a Task and publishing a Service listing are both free. Pagawa only charges a fee once a booking is made. Fees are subject to change without notice.

What does a Requester pay when booking?

A Requester pays the agreed price plus a Pagawa platform fee, currently 6% of the agreed price. For example, if the agreed price for a task is ₱100.00, a Requester pays ₱100.00 + ₱6.00 = ₱106.00. Fees are subject to change without notice.

What does an Expert pay when a job is booked?

Pagawa deducts a service fee from the Expert’s payout once the order is completed and payment is released. The rate is currently 2.5%, offered as an introductory rate for Experts. This rate is expected to increase over time, up to 10%. Fees are subject to change without notice.

How does payment work between booking and completion?

When a Requester books an order, payment is charged and held in Pagawa’s account. Pagawa currently accepts GCash at checkout. The payment is only released to the Expert once the Expert has marked the task as done and the Requester has clicked “Complete” on the order.

Can an Expert ask to be paid outside Pagawa?

No, not to avoid platform fees. Keeping payment on Pagawa protects both sides with a booking record and access to the dispute process if something goes wrong.

What if I’m not happy with completed work?

Instead of confirming completion, a Requester can open a dispute. Pagawa reviews the evidence from both sides and decides how the held payment should be released or refunded.

Can I cancel a booking?

A Requester and Expert can agree to cancel an order before it’s completed. The amount held for that order is refunded, and any fee handling specific to the cancellation is shown at the time.

How does Pagawa verify Experts?

Experts can complete identity and background checks, including an NBI clearance, which may unlock a verification badge on their profile. Badges reflect the outcome of a check at that point in time.
